Tinubu Revokes Pardon Granted To Sanda, Drug Peddlers, Others; Release New Pardon List (See Full List)

 


President Bola Ahmed Tinubu has signed the official instruments of release to grant pardon and clemency to selected individuals as part of the exercise of his constitutional power of prerogative of mercy.

The move followed consultations with the Council of State and public feedback on the initial list of beneficiaries. According to the Presidency, the list was reviewed to ensure that those convicted of serious crimes such as kidnapping, drug trafficking, human trafficking, fraud, and unlawful arms possession were removed from the clemency list, while others had their sentences commuted instead of being released.

Explaining the rationale behind the decision, the President said the review was necessary to maintain public confidence, protect victims’ rights, and uphold national security. The review, he noted, was guided by the three-way concept of justice—for the accused, the victim, and society.

The approved list of beneficiaries has been forwarded to the Nigerian Correctional Service for implementation in line with the signed instruments of release.

In a related development, President Tinubu has directed the relocation of the Secretariat of the Presidential Advisory Committee on Prerogative of Mercy from the Ministry of Special Duties to the Federal Ministry of Justice.

He also instructed the Attorney-General of the Federation to issue new guidelines for exercising presidential mercy, including mandatory consultation with relevant prosecuting agencies, to ensure future exercises are transparent and merit-based.

The President expressed appreciation for the constructive feedback received from Nigerians and reaffirmed his administration’s commitment to judicial reform and improving the administration of justice across the country.

PRESIDENT TINUBU SIGNS INSTRUMENT OF CLEMENCY AND PARDONS, MOVES SECRETARIAT OF PREROGATIVE OF MERCY COMMITTEE TO JUSTICE MINISTRY

President Bola Ahmed Tinubu, GCFR, has executed the relevant instruments of release to complete the process of formally exercising his constitutional power of prerogative of mercy to grant pardon and clemency to specific individuals who were earlier convicted for various offences.

Following consultations with the Council of State and public opinion on the matter, the President directed a further review of the initially approved list for consideration in furtherance of the President's discretionary powers under Section 175(1)(&(2) of the 1999 Constitution (as amended).

Consequently, certain persons convicted of serious crimes such as kidnapping, drug-related offences, human trafficking, fraud, unlawful possession of firearms/arms dealing, etc, were deleted from the list. Others who had been hitherto pardoned in the old list had their sentences commuted.

This action became necessary in view of the seriousness and security implications of some of the offences, the need to be sensitive to the feelings of the victims of the crimes and society in general, the need to boost the morale of law enforcement agencies and adherence to bilateral obligations. The concept of justice as a three-way traffic for the Accused, the Victim, and the State/Society also guided the review.

The approved list of eligible beneficiaries has been transmitted to the Nigerian Correctional Service for implementation in line with the duly signed instruments of release.

Furthermore, to ensure that future exercises meet public expectations and best practices, the President has directed the immediate relocation of the Secretariat of the Presidential Advisory Committee on Prerogative of Mercy from the Federal Ministry of Special Duties to the Federal Ministry of Justice.

President Tinubu also directed the Attorney-General of the Federation to issue appropriate Guidelines for the Exercise of the Power of Prerogative of Mercy, which includes compulsory consultation with relevant prosecuting agencies.

This will ensure that only persons who fully meet the stipulated legal and procedural requirements will henceforth benefit from the issuance of instruments of release.

The President appreciated the constructive feedback and engagement from stakeholders and the general public on this matter.

President Tinubu also reaffirmed his administration's broader commitment to judicial reforms and improving the administration of justice in Nigeria.

The West African Examinations Council (WAEC) has debunked reports circulating in the media alleging that it issued directives restricting Senior Secondary School students to specific subjects for the 2026 West African Senior School Certificate Examination (WASSCE) for School Candidates.

In a statement issued by the Acting Head of Public Affairs, Moyosola Adeshina (anipr), the Council described the claims as “unfounded and misleading”, stressing that WAEC did not issue any directive limiting subject choices for candidates.

According to the statement, “WAEC wishes to categorically distance itself from this unfounded assumption. The Council did not issue any such directive nor restrict the choice of students to offer any particular subject(s) for WASSCE (SC) 2026 as alleged.”

The Council further clarified that the development and regulation of school curricula in Nigeria are the responsibilities of the Federal Government, not WAEC. “As an examination body, WAEC only implements government-approved policies through its assessment processes,” the statement read.

LASG INAUGURATES 24-HOUR TRAFFIC MANAGEMENT OPERATIONS, RECLAIMS APAPA, COASTAIN, AND IJORA UNDER BRIDGE FROM ENVIRONMENTAL AND ILLEGAL OCCUPATION.

In a decisive affirmation of its unwavering commitment to urban order, public safety, and infrastructural renewal, the Lagos State Government has launched two transformative initiatives designed to recalibrate traffic governance and restore environmental sanctity across the metropolis.

In a visionary bid to guarantee seamless mobility and safe commuting at all hours, the Lagos State Traffic Management Authority (LASTMA) has formally instituted a 24-hour operational framework for traffic management and enforcement across Lagos State.

The groundbreaking initiative, officially commissioned by the Special Adviser to the Governor on Transportation, Honourable Sola Giwa, constitutes a seminal moment in the evolution of Lagos’ transportation governance. 

It manifests Governor Babajide Olusola Sanwo-Olu’s strategic ambition to ensure the uninterrupted movement of people, goods, and services within Nigeria’s economic epicenter—a city that operates continuously, unhindered by congestion or disorder.

According to Hon. Giwa, the 24-hour operational regime epitomizes the administration’s steadfast dedication to constant vigilance, operational efficiency, and disciplined traffic regulation, especially as the metropolis approaches the festive period, traditionally characterized by heightened vehicular and commercial activity.

He elaborated that the framework is meticulously designed to facilitate continuous monitoring, rapid emergency response, and immediate clearance of traffic obstructions irrespective of time, thereby mitigating congestion and enhancing the commuter experience.

“This initiative exemplifies the Lagos State Government’s resolute commitment to safeguarding mobility, preserving lives, and sustaining economic productivity through perpetual traffic oversight,” Hon. Giwa stated.

A pivotal component of the initiative is the establishment of the Night Rapid Response Gang, a specialized unit within LASTMA charged with swiftly addressing nocturnal traffic incidents, including vehicular breakdowns, collisions, and other obstructions along critical arteries of the metropolis.

In tandem with these traffic management reforms, the Lagos State Government also executed a comprehensive clearance operation along Apapa Road, Coastain, and the Ijora Under Bridge, eliminating illegal structures, shanties, and unregulated trading that had long obstructed free vehicular flow and compromised public safety.

The far-reaching enforcement exercise, spearheaded by Hon. Sola Giwa in coordination with LASTMA, the Nigeria Police Force, Mobile Police (MOPOL), the Lagos State Task Force, and the Lagos State Environmental Sanitation Corps (LAGESC), culminated in the removal of unauthorized traders, makeshift structures, and multiple environmental infractions.

During the operation, enforcement teams uncovered an illegal diesel dumping site and impounded substantial quantities of expired plantain chips and cheese balls, stored under unsanitary conditions—a testament to the government’s prioritization of public health and environmental integrity.

The exercise followed persistent warnings and public sensitization campaigns urging illegal occupants under bridges to vacate. Teams also identified blocked drainage channels choked with metallic debris, contributing to perennial flooding and environmental degradation.

Furthermore, several commercial buses and tricycles operating unlawfully along the newly constructed Coastain Bridge and Apapa Road were impounded. Shanties adjacent to St. Catholic Church School, Apapa Road, were demolished, reinstating the area to its intended urban and educational purpose, while criminal hideouts beneath the Ijora Bridge were dismantled to enhance public security.

CBN Announces New Minimum Standards for ATM Deployment, Operations, Maintenance, and Security (Full Report)

The CBN says the directives in its communique titled *"Exposure of the Draft Guidelines on the Operations of Automated Teller Machines (ATMs) in Nigeria,"* supersedes previous ATM regulations.


​Here is a summary of the Major Requirements:

​1. ATM Deployment and Density

​Target: All card issuers must deploy at least 1 ATM per 5,000 payment cards issued. This must be fully achieved within three years (100% by 2028), starting with 30% in the first year (2026).

​Location: ATMs must be located in a way that guarantees safety and security of users and confidentiality of transactions. They should not be placed outside buildings unless bolted to the floor.

Approval: ATM deployment, redeployment, and decommissioning require prior written approval from the CBN.

IADs: Independent ATM Deployers (IADs) must obtain prior written approval from the CBN and satisfy licensing/registration requirements, including evidence of partnership with a bank for cash provisioning.

2. Failed Transactions and Refunds

On-us ATM Transactions (using a bank's own ATM): Reversal of a failed transaction must be instant. If instant reversal fails due to technical issues, the timeline for manual reversal shall not exceed 24 hours.

Not-on-us ATM Transactions (using another bank's ATM): The timeline for refunds shall not exceed 48 hours.

Automatic Refunds: Acquirers must adopt appropriate mechanisms to immediately initiate refunds for non-dispense errors without the prompting of the issuing bank or the customer.

3. Security and Technology

Security: All ATMs must have cameras that record all persons and activities (card insertion, cash withdrawal, etc.), but should not record customers' keystrokes. Networks used must be tested and proven for data confidentiality.

Anti-Skimming: ATMs shall be installed with anti-skimming devices to mitigate fraud.

PIN/Keys: ATM keys must be changed regularly (every year), and the same keys are not to be used for multiple ATMs. Customers can change their PIN free of charge.

Standards: All ATM deployers/acquirers must comply with Payment Card Industry Data Security Standards (PCI DSS).

4. ATM Operations and Maintenance

Downtime: The technical downtime for an ATM shall not exceed 72 consecutive hours. Customers must be informed if this is not practicable.

Cash Provisioning: Cash shall be made available at all ATMs at all times. The bank that entered into an agreement with a non-bank institution for deployment is solely responsible for cash provisioning.

Information: Helpdesk contacts, charges, and fees must be adequately displayed to customers.

Receipts: ATMs must issue receipts for all requested transactions, except for balance enquiry.


5. Compliance, Monitoring, and Reporting

Monitoring: The CBN will conduct periodic audits and onsite checks to ensure compliance with the guidelines and availability of cash and service.

Reporting: All institutions must render a monthly return to the CBN, including new deployments, no later than the 5th of the following month.

Penalties: Appropriate penalties shall be imposed on institutions that fail to comply

Provide additional guidance on the operation of ATMs.

Guide ATM deployers on ATM density deployment requirements to improve access.

Provide clarity on the security requirements for ATMs.

FG Approves Uniform Sale Prices for Renewed Hope Housing Estate Units (See Prices; How to Apply)

- To enhance affordability and ensure fairness for qualified Nigerians

The Federal Ministry of Housing and Urban Development has approved and announced uniform sale prices for housing units under its Renewed Hope Estate Programme across all states of the Federation.

The housing units, which comprise one-, two-, and three-bedroom semi-detached bungalows, are part of the Ministry’s efforts to make homeownership more accessible and equitable for Nigerians.

 The approved selling prices are as follows:

•    One-bedroom semi-detached bungalow: ₦8.5 million

•    Two-bedroom semi-detached bungalow: ₦11.5 million

•    Three-bedroom semi-detached bungalow: ₦12.5 million

The adoption of uniform selling prices aims to promote affordability, transparency, and fairness, ensuring that Nigerians across all regions have equal opportunities to benefit from the Renewed Hope Housing Programme.

Honourable Minister of Housing and Urban Development, Arc. Ahmed Musa Dangiwa, stated that priority in the allocation of the housing units will be given to low- and middle-income earners, civil servants at all levels of government, employees in the organised private sector with verifiable sources of income, and Nigerians in the Diaspora who wish to own homes in the country.

The Permanent Secretary, Dr. Shuaib Belgore, explained that several payment options have been provided to make the houses affordable and flexible. These include outright (full) payment, mortgage, rent-to-own scheme, and installment payment plans.

The Ministry further announced that the sale of the completed housing units across the northern and southern regions will soon commence.

NUC Approves 13 New Degree Programs for Nigerian Universities (Full List of Courses)

The National Universities Commission (NUC) has approved the introduction of 13 new degree programs across Nigerian universities, marking a significant milestone in the country’s academic growth and diversification. In a statement released on Monday, the NUC revealed that the newly approved programs span a broad range of disciplines, including Artificial Intelligence (AI), Biotechnology, Environmental Science, and Digital Media Studies, all aimed at equipping graduates with skills necessary to thrive in the rapidly changing global job market.

The approved degree programs include:

The Federal Government of Nigeria is targeting the creation of at least 20,000 jobs annually through the launch of the second phase of the Nigeria Jubilee Fellows Programme (@NigeriaJFP), aimed at connecting high-potential graduates with real-world work experience, training, and mentorship.

To spearhead the initiative in line with President @officialABAT’s Renewed Hope Agenda, the Vice President, Senator @KashimSM , will, on Wednesday, October 22, 2025, in Abuja, flag off the Nigeria Jubilee Fellows Programme (NJFP) 2.0 and declare open a High-Level Policy Dialogue on Job Creation with the theme, “From Skills to Jobs and Enterprises: Driving Youth Employment and Entrepreneurship in Key Economic Sectors.”

Ahead of the flag-off, the Vice President, on Monday, inaugurated the Project Steering Committee of the NJFP 2.0, charging members to ensure that the programme is inclusive and that the opportunity reaches every part of the country. What to Expect (Application & Assessments) 

  • An Application Form (Available on the site)
  • A Computer-Based Aptitude Test
  • A Psychometric Test
  • Submission of a Video Responding to the Question “What Makes YOU THE Ideal NJFP Fellow?” – IMPORTANT: Video submissions longer than 60 seconds and larger than 10mb will be disqualified. 

 

Technical Requirements  

Device Requirements 

  • Fellows must have access to at least one of the following devices:
  • Smartphone (recommended, as >80% of Nigerian Graduates use mobile):
  • OS: Android 8.0+ or iOS 12+
  • RAM: Minimum 2GB (4GB recommended)
  • Storage: At least 500MB free space (for cached data, downloads)
  • Screen: Minimum 5-inch display, 720p resolution 

Laptop / Desktop (optional, for advanced use): 

  • Processor: Intel i3 (or equivalent) and above
  • RAM: 4GB minimum
  • Storage: 10GB free space
  • Operating System: Windows 10+, macOS 10.14+, Linux Ubuntu 18.04+ 

Browser Requirements 

  • Supported Browsers:
  • Google Chrome (v90+)
  • Mozilla Firefox (v85+)
  • Microsoft Edge (v90+)
  • Safari (v13+ on iOS/macOS)
  • Opera Mini (latest, with reduced features for low-data use) 

Network Requirements 

  • Network Types Supported:
  • 3G / 4G LTE (primary)
  • 2G (basic features only, like text announcements)
  • 5G (fully supported, where available)
  • Wi-Fi (institutional or personal hotspots) 

Security & Access Requirements 

  • Two-factor authentication (2FA) recommended (SMS/email/Authenticator app).
  • The device must have up-to-date security patches.
  • Fellows accessing from shared devices (e.g., cybercafés) must log out after use. 

Accessibility & Usability 

  • Must be mobile-first (since the majority use smartphones).
  • Portal will adapt to low-resolution devices.
